## 10 FBO Networks for Business Aviation in Europe and the Middle East

The FBO can shape the entire ground experience of a private flight. Passenger handling, fuel, parking, customs coordination, crew facilities and ground transport all have to work around an aircraft that may be on the ground for less than an hour.

Europe and the Middle East contain some of the world's busiest business aviation airports, from Paris Le Bourget and London Luton to Nice, Geneva, Dubai and Abu Dhabi. The companies below operate FBOs, private terminals or substantial business aviation handling networks across these markets.

About this guide

ACMIWorld considered network coverage, major business aviation locations, handling capability, private-terminal infrastructure and relevance to operators flying within Europe and the Middle East. The order is not a ranking. Availability and services vary by airport.

## FBO and handling companies to know in 2026

01

### Signature Aviation

[Signature Aviation](https://www.signatureaviation.com/?ref=acmiworld.com) operates one of the world's largest networks of private aviation terminals, with a particularly deep presence in North America and selected major European business aviation markets.

04

### Jet Aviation

[Jet Aviation's FBO business](https://www.jetaviation.com/services/fbo/?ref=acmiworld.com) forms part of a wider global aviation platform covering aircraft management, charter, maintenance and completions.

05

### Sky Valet

[Sky Valet](https://www.skyvalet.com/?ref=acmiworld.com) has built a broad European FBO and partner network, with coverage across France, Spain, Portugal, Italy, Greece and Cyprus.

06

### Universal Aviation

[Universal Aviation](https://www.universalaviation.aero/?ref=acmiworld.com) combines business aviation ground support with the wider trip-planning capabilities of Universal Weather and Aviation.

That model gives operators access to handling alongside services such as permits, flight planning, fuel coordination and international trip support. Universal operates ground-support locations across several major aviation markets worldwide.

07

### Harrods Aviation

For operators flying into London, [Harrods Aviation](https://www.harrodsaviation.com/?ref=acmiworld.com) is one of the established independent names in executive aviation handling.

The company operates FBO facilities at London Stansted and London Luton, providing passenger handling, lounges, crew facilities, ramp services and associated business aviation support.

08

### DC Aviation Al-Futtaim

Dubai-based [DC Aviation Al-Futtaim](https://www.dc-aviation.ae/?ref=acmiworld.com) operates a dedicated business aviation facility at Al Maktoum International Airport.

The joint venture combines FBO and VIP handling with hangarage, aircraft management, charter and maintenance. Its Dubai South location gives operators access to several aviation services within the same facility.

09

### Falcon Aviation

UAE-based [Falcon Aviation](https://www.falconaviation.ae/?ref=acmiworld.com) operates across several areas of business aviation, including VIP charter, helicopters, aircraft management, maintenance and ground services.

Its private aviation infrastructure at Dubai Al Maktoum supports passenger and aircraft handling alongside the company's wider technical and operational capabilities.

10

### Gama Aviation

[Gama Aviation](https://www.gamaaviation.com/?ref=acmiworld.com) operates across business aviation management, maintenance and ground infrastructure, with experience serving private and government aircraft.

Its ground-services activities complement a wider aviation platform, making the company relevant where customers require aircraft support beyond passenger handling alone.

## What does an FBO actually provide?

FBO stands for fixed-base operator. In business aviation, the FBO is effectively the private terminal and ground-services interface between the aircraft, crew, airport and passengers.

### Passenger handling

Private lounges, baggage coordination, transfers, immigration support and rapid movement between vehicle and aircraft.

### Aircraft handling

Parking, towing, ground power, water, lavatory servicing, stairs and ramp coordination.

### Fuel

Jet A-1 procurement, fuel releases and, at selected airports, access to sustainable aviation fuel.

### Crew support

Crew lounges, briefing facilities, transport, accommodation coordination and operational assistance.

### Catering & transport

VIP catering, chauffeur services, rental cars and other passenger requests coordinated around departure.

### Flight support

Some providers also coordinate permits, slots, flight plans, customs requirements and international trip support.

## FBO network or independent handler?

Large FBO networks appeal to operators flying regularly across multiple airports because contracts, service expectations and payment arrangements can often be standardised across locations.

Independent FBOs can be equally competitive at individual airports. Local operators may have particularly strong relationships with airport authorities, customs, caterers and transport providers. The decision therefore depends more on the airport and mission than on network size alone.

## Major European business aviation markets

Europe has a fragmented business aviation airport system. London traffic is distributed across airports including Luton, Farnborough, Stansted and Biggin Hill. Paris Le Bourget is heavily dedicated to business aviation, while Geneva and Nice handle substantial private traffic alongside commercial aviation.

Seasonal demand also matters. Mediterranean destinations such as Cannes, Ibiza, Mykonos and the Greek islands can see substantial peaks during summer, creating competition around parking, slots and ground handling.

## Dubai has become an FBO battleground

Dubai Al Maktoum International has developed into one of the most competitive private aviation airports in the Middle East. Several major operators now maintain dedicated private terminals or FBO facilities at the airport.

Jetex, ExecuJet, Jet Aviation, DC Aviation Al-Futtaim and Falcon Aviation all have a presence at DWC. For passengers the competition produces substantial investment in private lounges and service. For aircraft operators it creates several alternatives for parking, handling, fuel, hangarage and technical support.

## What operators should compare before choosing an FBO

- **Handling charges:** compare the full movement cost rather than the headline handling fee.
- **Parking:** availability can become critical during major events and seasonal peaks.
- **Fuel pricing:** contract fuel programmes can materially change the economics of a stop.
- **Customs and immigration:** confirm procedures for international arrivals and departures.
- **Operating hours:** night restrictions and airport opening hours can affect scheduling.
- **Hangar availability:** particularly relevant for longer stays or extreme weather.
- **Aircraft size:** confirm ramp, towing and ground-equipment capability for large-cabin aircraft and bizliners.
- **Passenger experience:** privacy, vehicle access and distance between the terminal and aircraft can vary considerably.
